Why isnt my child talking?

Hello when my child was 12 months old i began to try and get my daughter to say something as she was making small noises, i should probably mention since she was born she moans alot and its got worse as shes got older. At 14 months i began to get worried she stopped making noises so i bought a book for her like a flip chart of animals and i say this is cat c a t. She just looks doesnt attempt to form or copy any words. I was told that it will happen take her to a group with other children as they tend to copy other children. I took her and it hasnt worked theres younger children there and they are talking. Shes one month away from her 2nd birthday now and doesnt say a word, her hearings fine and mouth. She has a cousin 2 months younger and can speak, other children at the group younger than her can speak. I point to things and tell her what they are and even when she wants something i say what would you like drink? Food? Toy? But she just cries. She knows what im saying but shes frustrated because she cant talk. To be honest im worried about it all. I have been told she will get it around 2 and a half but thats 6 months away shes not even attempting to talk ive been trying for 11 months. Can anyone tell me if theyve had the same experience shes my first thanks x
