Can I contact a prosecuting DA and propose a probation program for a friend prior to pre-trial hearings?

My friend will most likely cut a deal for probation on drug possession charges. I want the court to require her to go to rehab for 30 days and then sober living for 2 years at her expense. OR, they threaten jail time. My friend has a drug problem, does well in rehab/sober living, but gets bored and leaves after a few months. She needs to be REQUIRED to stay in sober living. Will a DA even take my call or listen to me??
