How do I report a judge that is unfair in a child custody case?

My niece is divorced from her husband and the problem is custody of the child. He has custody mostly because he is from Lafayette, has a Lafayette attorney who is in with the judge. We win at nothing with him. We cannot even get hearings. My niece has only supervised visitation. She has long since been cleared by a psychologist, but the judge will not hear of any changes. My sister has to drive to Orange, TX every other week twice in one week-end to get the child. We are told that if we engage a set of lady lawyers from Lafayette with a retainer of $5000, that we would win. We cannot afford this, so it goes on.
