What scary/weird movie is this!?!?

These people go to a town where the town people frame a little girl to seem like she's like possessed or something, and there's one part In the movie where there's either like flies or locusts swarming allllllll over the place and in the end the lady realizes that she is the little girls mom!!!!! It's driving me CRAZY! please help!
