I need help with my book!?

I'm writing a book alright? Well, in the book there's a girl and she's abused. Her older brothers find out, and they want to be her guardian. Well, I need to know what you have to do to become a permanent guardian, and what they would say in court during one of those hearings. Also, would CPS get involved, basically I need to know EVERYTHING about what would go on in this kind of situation.
