If a College Educated Indian man is happy to work for $1000, a month, why would outsourcing stop?

Spoke to a guy on the phone from Capital One. He graduated from college (which is inexpensive in India) was articulate and an excellent problem solver, and they have cheap health care. So why would corporations stop outsourcing when they can pollute more in other countries and get cheap educated labor, and the government has health care covered? We can't fight outsourcing with lower regulations, we need to do it with better education, lower health care costs, and more focus on new innovation and more focus on local economy --- Localism. In addition the countries where the outsourcing is taking place are HUGE new markets for international corporations, they already have our business tied up. The USA is old news to the traditional corporate models. We have to look at better strategies to get back to peace and prosperity. Globalist strategies are stripping the world's resources as they move like locusts to use every resource, and exploit every new person and place, as new markets/buyers, of crap most people don't need to begin with. Deregulating, and polluting more in the USA will not stop outsourcing it will just pollute the USA more. That's not the answer.
